POSITION DESCRIPTION:
Manages and directs the activities of the Turnpike Design office which includes both Department employees and General Engineering Consultant (GEC) support staff in the subsections of Structures, Drainage, Roadway, Utility & Rail, Survey & Mapping, Traffic, Toll Site Design, Architecture, and Concepts Engineering.
Establishes a working environment that enhances productivity and efficiency, inspires innovation in project design and delivery, meets performance measures, facilitates the delivery of the 5-year Work Program, and contributes to the success of the Turnpike and Department s mission, vision, and values.

Provides solutions for design related issues on active projects to the Turnpike Project Management office and takes necessary action to ensure continuous project advancement.
Responsible for the efficient delivery of the design review program including the comment generation process in the Electronic Review Comment System.
Aids in the development of accurate, necessary, timely and an efficient comment review process, identifies trends, and works to improve the delivery of the comment review process.
Establishes policies, procedures and processes that facilitate accurate and timely reviews of design related responsibilities.
Supports other Departmental units in solving design related issues and meets with staff and consultants to resolve issues and make decisions concerning technical aspects of projects, including errors and omissions, design variations and exceptions, typical sections, design speeds, pavement designs, environmental commitments, right of way impacts, and cost estimates.
Serves as liaison with the Turnpike s Construction Office on the quality and satisfaction of contract plan set deliverables.
Provides close surveillance over all preconstruction activities.
Aids the Construction Office in solving design related issues and takes necessary action to ensure continuous project advancement on active construction projects.
Promotes proactive teamwork throughout the office.

Participates in the development of statewide policy and procedures for the functional areas of design.
Develops and implements processes to ensure support of the policies and procedures relating to highway, architectural, toll site and service plaza design standards and criteria.
Manages the quality and efficiency of the contract plans and shop drawing review processes.
Interprets and provides guidance on design documents and reviews documents in accordance with design standards, policies, procedures, and guidelines as set forth by the Department.
Reviews and approves typical section packages, design variances, exceptions, and all other documents requiring the signature of the District Design Engineer to ensure conformance with the current criteria, standards, and requirements.
Provides solutions considering all impacts to the Turnpike Program.
These duties require registration as a Professional Engineer.

Supervises and manages seven (7) subordinate employees by managing employee relations in a proactive and positive manner.
Provides direction for all activities related to employee relations, hiring, firing, promotion, disciplinary actions, and other personnel actions.
Leads staff to align innovation with department goals.
Keeps supervisor apprised of such activities.
Provides direction for employee development, training, and succession planning.

Manages and monitors the workload and associated needs of the staff to accomplish assigned tasks.
Identifies the requirements of each section in terms of staff resources and equipment for budgeting purposes.
Reviews and approves GEC Task Work Order scopes, estimates and monthly invoices for Design services.
Identifies methods for increasing effectiveness, time savings and cost efficiency of the use of resources during the project delivery process.

Develops presentations and meets with elected officials, governmental agencies, interdepartmental personnel, private groups and individuals regarding design issues and specific projects.
Meets with property owners to alleviate concerns or reduce property impacts.
Attends meetings and seminars, as deemed necessary, to stay abreast of changes to the policies and procedures of the Department.
Travels as necessary to perform these activities.

Serves on the Turnpike technical review committee to evaluate consultant technical proposals for Project Development & Environment (PD&E), design, and Construction Engineering Inspection (CEI) phase projects.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of administration and management principles and processes involved in business and organizational planning, coordination, and execution, strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; Knowledge of principles, practices, laws and regulations governing the project development and design of transportation facilities; Knowledge of the Department s procedures, guidelines and standards for the Offices of Design, Surveying & Mapping, and Specifications and Estimates.
Knowledge of Department s production process for developing and delivering the work program.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:
REGISTRATION AS A PROFESSIONAL ENGINEER IN ACCORDANCE WITH FLORIDA STATUTE 471.

OTHER JOB RELATED REQUIREMENTS:
Employee is required to be responsive to emergency situations within a very short timeframe and assist the Turnpike as needed.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
